Let's look at few charts showing the "Rounded Bottom" pattern. (Some people called it Saucer Bottom 圆底）

The "RIGHT TIME" to enter this pattern is when a Bar Completely Penetrated and Closed Above two short-term moving averages.
Another way to remember this Entry point is to enter at the 5 O'clock position. (Just imagine you are looking at an Analog Clock)
